Flood Management and Stream Rehabilitation

Mark Creek Flume Flood Management and Rehabilitation

Aqua-Tex Scientific Consulting, acting as project managers for the City of Kimberley, BC retained LaCas Consultants and Exp Services for the joint design and construction review of a replacement channel for the Mark Creek Flume Flood Management and Stream Rehabilitation Project.  The purpose of the project was to combine engineering with biology in order to replace 180 lineal metres of failing concrete flume (construction in the 1950s) with an enhanced flood channel.  Hydrological and hydraulic modeling was carried out to determine the water surface profiles within the flood channel including weirs, a ow flow channel and ponds.  A second phase extending 200 m upstream has also been designed and is awaiting construction approval.

Langdale shoreline Restoration

Remedial shoreline protection works and an intertidal marsh area were developed at the Langdale ferry terminal on BC’s Sunshine Coast in order to protect the shoreline from external storm surge, local wind setup and local wave setup as well as the create intertidal habitat.  Using innovative techniques, this ecologically sustainable approach has provided shoreline protection to the terminal administration office, provided fisheries habitat, and improved plant diversity to set the groundwork for an enhanced shoreline.

Village Hazard Assessment

Village Hazard Assessment

Mount Cook village, a major tourist destination in New Zealand’s Southern Alps, comprises a large hotel complex and supporting residential and commercial facilities.   A previous study had reported a significant risk of debris flow and flood hazards immediately upslope of the development and proposed major preventative measures or relocation of the hotel.  EBA Engineering Consultants Ltd and Graham Rawlings Consulting Ltd. In association with LaCas Consultants were retained by the Department of Conservation (Te Papa Atawhai) to reevaluate the debris flow problem, recommend that best means of protecting the village, and advise on land use planning with respect to natural hazards.  It was concluded that debris flow protection could be achieved using remedial training dykes.

Klaskish River Works

LaCas Constultants Inc. provided engineering design and supervision services for the construction of river engineering works on the Klaskish River on Vancouver Island.  A 140 m section of fill road was constructed at the base of the rock slope using a combination of a rock-stack wall and rock riprap bank design, along with bioengineering works.  The project maintained upper rock slope stability provided sediment control, minimized encroachment into the river and avoided the old growth nesting area for the marbled Murrelet.

Riverview Creek Channel and Floodplain Enhancements

Nova pacific Environmental retained LaCas Consultants for the design and construction supervision of channel and floodplain enhancements of Riverview Hospital lands in Coquitlam, BC referred to as “Rivervew Creek.” The purpose of the project was to combine hydrological engineering with biology in order to enhance the fisheries habitat, reduce scour/erosion and increase floodplain utilization, Channel enhancements included the design and installation of two new fisheries channels connected to a pond.  Hydrological and Hydraulic modeling was carried out to determine the water surface profiles in the channels and the pond.  The new channel/pond system will be connected to Riverview Creek during the 2012 fisheries window.

Wetland Restoration

The District of Saanich retained LaCas Consultants (Brian LaCas P. Eng.) to design a multiyear phased restoration project on the Quicks Bottom wetland that was diked and farmed in the 1930s and overgrown with rye grass.  Three finger channels were constructed into the wetland using a hydraulic excavator to construct a corduroy log road extending 70-100m. Upon retreat, the channel was excavated, and the corduroy road logs were placed as large woody debris.  The finger channels help Colquitz Creek flow back into and out of the wetland, restoring it to pre-farming conditions.

LaCas Consultants Inc. was retained by Venture pacific Development Corporation to provide engineering design for flood control and erosion protection as part of the proposed 54 townhouse Creekside Village Development adjacent to Pemberton Creek.  A 1 to 2 m high and 366 m long river training berm with a 4.5 m wide rock apron was designed to train flood and debris/ice flows past the development site.

Urban Stream Restoration

The District of Saanich and others retained LaCas Consultants to design a stream restoration project for Blenkinsop Creek.  A 550 m long meandering channel that replaced an agriculture ditch was designed using specialized techniques and multidisciplinary approach.  The primary design criteria was based on the proper functioning condition (PFC) technique developed by the USDA Forest Service and USDI Bureau of Land Management, PFC was the basis for best management practices to reconcile the municipality’s need to protect freshwater resources and the agricultural community’s need to maintain productive farmland.  The District received the FCM-CH@M HILL Sustainable Community Aware 2002 for this project.

Quibble Creek Channel and Floodplain Enhancements

Terra Housing retained LaCas Consultants – Hydrological engineers and specialist in stream restoration – for the design and construction supervision of channel and floodplain enhancements of Quibble Creek in Surrey, BCV.  The purpose of the project was to combine hydrological engineering with biology in order to enhance the fisheries habitat, reduce scour/erosion and increase floodplain utilization.  Channel enhancement included the design and installation of five rock weirs, bank armouring and construction of a floodplain area.  Hydrological and hydraulic modeling was carried out to ensure the weirs did not increase flooding.

Boyd Creek Channel Relocation

Vanoc retained LaCas Consultants, hydrological engineers, and specialist in stream restoration, for the design of a channel relocation of Boyd Creek on Whistler Mountain.  The purpose of the project was to combine hydrological engineering with biology in order to re-route Boyd Creek in a new channel at the Timing Flats Finish Line of the 2010 Men’s and Women’s Downhill Race course. The project also required  that the Coastal Tailed Frog (Ascaphus truei), a blue-listed species, have access to and be able to inhabit the new mountain side channel.  Channel enhancement included rock weir, large woody debris and boulder placements.  Hydrological and hydraulic modelling was carried out for the design of a new 200 m long channel at a 20% average gradient.

LaCas Consultants Inc. was retained by Blackcomb Skiing Enterprises Limited Partnership to provide an engineering design for debris flow, flood and erosion protection as part of a proposed townhouse development adjacent to Horstman Creek.  A 6 m high and 140 m long river training berm was designed and constructed to train flood and debris flows past the development site.

Prepared a surface water study for the environmental assessment and permit application for the expansion of the Trend Mine for Northern Energy & Mining Inc. The work included rainfall runoff modeling and pond sizing for 10 sub-catchment areas. In addition, a preliminary design was carried out for a diversion channel to divert a stream channel around an open pit operation. Hydrological and hydraulic review of weirs.

Hydrological modeling for the 10-year, 200-year and PMF for the mine site.  Open channel hydraulic modeling to determine ditch sizing and Roman Pond 1 and 2 for the 10-year volume and 200-year inlet/outlet works, plus construction drawings and reviews.  Outlet work design and construction inspection included a measurement weir for both Roman Pond 1 and 2 spillway outlet channels.  Design of several ditches and design of two PMF kick out lateral weirs.

Hydrological modeling of the North Dump for 100-year flood.  Preliminary sizing of construction, phased and full mine ditching for EIA.  Special preliminary design of drop structures.  Review of 100-year flood storage requirements for ponds.  Review and preliminary design of terrace ditch structures. Review of construction methods applicable to the mine site in Turkey.

Willow Creek Mine, Chetwyn, BC, 2009

Ditch sizing and North Pond 10-year volume and 200-year inlet/outlet works, plus construction drawings and reviews.  Outlet work design and construction inspection included a concrete culvert constructed under the CN Rail. Design of a 3.6m dia. 90m long inlet pipe with an articulated concrete block spill pad design to prevent damage to the pond liner.  Design of a 3m dia. culvert for ND2 including concrete cloth design of channel. Design of the emergency spillway for the North Pond with an articulated block spillway pad design.   Recommendations for a decant pipeline flow monitoring device.  Design of a spillway outlet works channel.

Quinsam Coal, Campbell River, BC, 2009

Hydrological modeling and hydraulic modeling for ditches, inlets and outlets.  Evaporation and evapotranspiration model for 100-year time period to determine the variation in potential inundation of PAG in two ponds.
